I present a conceptual model (framework) for analysis of production controlled by economic manner, with fisheries as a sample. Actually, economic activity has been working under law in every countries and every sectors, espescially in fisheries. Esentially, law is a system of rules, usually enforced through a set of institutions. In general, fisheries manager could introducing input and output controls to prevent illegal fishing, partially or simultaneousely. These need a conceptual model to explained it. Abstract. The paper aim to build traditional fishermens household framework. Its expanded from basic model, called bioeconomic equilibrium or popularly called conventional fisheries management. However, the basic model is a general framework with certain assumption. So, economists could relaxing some assumption, if related fact under study different with its assumption. In this paper, i was replicated fishermens household. Generaly, they have any job both in fisheries activity and off-fish, like produced fickle fish. Its was done by fishermen couples. That is i called traditional fishermens. In this paper i analysis production and consumption behaviour of fishermens household. There are specific explanation about how they determined to participated both in fisheries and off-fishing activity. In the basic model its question do not explained explicitly.
